With the new regs, the insulation cannot be within 200mm of the downlight. That's a 400mm wide circle with no insulation with the downlight in the middle. Mulitply that by say 30 or 40 downlights in a home, and that's a hell of a lot of ceiling without insulation and that is a significant contributor to energy loss. I leave you to fend for yourself, figure things out yourself. If your really worried, you can get fire resistant cups which sit over them and provide the same coverage.
