Over the years you tend to find you get pit holes in the chrome (I experience this on my showroom floor away from moisture and daily use). The dearer ones should be chrome plated brass (or stainless steel), and because chrome and brass are a more harmonious marriage they will look great for many more years. Usually they are of more solid construction also. As for the pop ups, I don't think there is that much between them to be honest. Possibly the thickness of the plating on the cheap ones may be an issue, quality of the seals, sturdiness of the mechanism inside, but I'm pretty sure about 99% of them come from china.
