Maybe your wall is not high enough to warrant the footing. I thought that all retaining walls will need one... I'm a bit hesitant about the driveway-side return wall (for the stairs), and have asked him to reduce the length by 2 blocks good idea to reduce it. you would hate to have a car parked there and have trouble getting in and out those blocks there. also risk scaping the car door on that block????
