There's a bit of paperwork involved now, and if anything goes wrong it comes back on your friend who signed it off. It would also depend on your builder - some won't let anyone except their own subbies on site, others are more relaxed. I really can't see you saving that much unless the friend is working for free. I posted a while back where myself & a mate ran all the cabling in his new house, under instruction from the sparky, who was running short on time & basically wanted to walk off the partly finished job on a saturday (OB job with a plasterer coming the following monday). He did all the paperwork side of things, marked where everything had to go, left us to it & came back sunday arvo to check it off. All up I think the saving was about $800 in labour cost, which really doesn't seem worth it for 2 of us doing 2 days work in the heat. Unless the friend is an A grade he can't sign it off. And most sparkies won't touch anyone else's work if the friend falls through for some reason. I ran all the wiring in my extension, and luckily the old sparky I know was happy to fit it off for me and do the certificate. He did inspect the stuff I ran under the house, mentioned I needed more cable mounts and was happy with it. I tried a number of other sparkies and they all said they had to run the wiring before they sign it off....more money in the pocket for them I guess... In case there's any requirement from council or whoever, or in case you need to sell the house X years later and your builder's paper only covers 50% of the electrical workand you get problem with the rest... My next door neighbour although a (highly) qualified electritian doesn't actually have contractors licence as he is employed by a company so doesn't need it. The contractors licence is different from an electrical licence.
It still worked out well for me though - I rewired the entire house from scratch and including cable/light fittings and all switches/power points etc. cost me a total of $800!!
