I should probably clarify my comment above, otherwise I'm sounding like I'm contradicting myself about the importance of independent inspections, which I firmly support, particularly if you are not familiar with the relevant Codes, Standards and Tolerances.
In our case, the pre-paint inspection saved us thousands (and our house) because so many structural issues (amongst many other major issues) were picked up and hence "rectified".
The pre-handover report by our first inspector was also very good but items were omitted which even our builder agreed were defects. Now, there's many reasons why and how this can happen and something as simple as weather and the angle of the sun can often reveal, or in our case, NOT REVEAL flaws and defects.
We could argue that we didn't get what we paid for, but with all things considered (including the angle of the sun ) we figured why bother ... just get a second opinion and a second inspector.
Having just received our second pre-handover report from the second inspector, we are pleased overall with the content and the queries we have put forward to him, are (hopefully) being addressed and we expect to hear back tomorrow.
I'll keep you posted on this also.
