Trenching and cabling were included in our contract, so we just dealt with Telstra over the phone. They only had to send a guy out to do something mysterious that took about 30 seconds, switch us on at the exchange, and then added $299 to our next phone bill. Totally worth it, I'm sure. Took him 30 seconds, but still managed to rock up 3 days late I bet? On a more serious note, you're probably best to contact your builder in regards to the process.
