Typing out loud: There should be more fine print added to CDC rules which control when and why you can and can't push forward beyond the neighboring properties average. Something like; you can extend forward up to your existing setback up to 80% of the front of your home at ground floor, no closer than 1500mm to the side boundaries. Add an extra 500mm setback at level 1. This would cover my needs and we certainly won't be impacting the neighbors under CDC (even with my dream rule added) however if we go with a DA the allowance far greater under the State Planning rules.
