If the pipe is full, you will lose hydraulic head to that point but there will still be positive head above that point. Looking at the photos, I would be surprised if you didn't still have an adequate hydraulic head. Apart from visuals, is there another reason for concern? That is a hell of a lot of hydraulic head, you clearly have an obstruction in the pipe.The water level at the kerb is a red herring.
