Bal rating is slightly higher however does not affect your construction or the cost. For the noise, you cannot hear anything when your inside your house, however if you open your windows, yes you hear it slightly. However I was renting on McDonald road before and it was 10 times louder there, especially those cars with those sh1tty exhausts trying to make there car sound like a v8 when it’s not. Whoever drives with a car like that please do yourself a favour and stop embarrassing yourself with your lemon car. Ok moving on... the cost is cheap because the bigger the block, the lower the sqm charge is. This is why the really smaller blocks are way overpriced, almost $2,000 a sqm. The lots are zoned E4 which is environmental living, meaning you can do whatever you want within the first 50% of the lot with DA approval of course. However the rear is denoted L and cannot be modified and must remain natural.
