If it's structural you will need to submit plans to the local Council 3. I do recommend having the plans and engineering done in a 3D Structural Bim app 4. Since covid 3D Bim and Data can be shared online reducing design costs, this will also help you decide on the various options to tackle the project or seek others to do the project... Internal non structural walls and kitchen joinery/cabinetry should be okay, though. It's Torrens Title so no strata Might still be an issue to approve window change if it is not a detached house.
