Building A New House

We have a block of land which is listed as being in a mine subsidence area. It has been given 'Guideline 2' restrictions. Part of Guideline 2 says that the structure has to be no more than 24m long. You can go over 24m, but your plans need to be approved 'on merit' by the Mine Subsidence Board.
We are planning for a house around 37.2m wide on the land. Has anyone built in a mine subsidence area and have had to go through this merit approval system? Any feedback would be greatly appreciated.
