It performs better than brick though. However, if you build your house out of Hebel blocks, 300 mm will be enough to address insulation requirements of even colder areas such as Tasmania and ACT (in fact, even 200 mm should be enough if we count in thermal mass properties). No code defines insulation between the floors though.
