Council got back to me in regards to the sound barrier. Although someone told me on the phone that they had plans to build it, this is what a a member from the environmental team replied to me:
Hi Nicole,
With reference to your enquiry, there are no plans to construct a sound wall along the boundary of Bardia with the M31.
Noise attenuation in the development was assessed as part of the original subdivision (DA1281/2017/DA-SW) and is addressed via restrictions on certain land. The restriction is applied mainly to land in the Stage 2 release which is closest to the M31 and requires that new dwellings are designed to implement the measures and controls contained within the DA Noise and Vibration Assessment Report prepared by Wilkinson Murray Pty Ltd, Dated August 2016. This assessment was based on a fully developed scenario, so noise impact (on dwellings further from the M31) should improve as more dwellings are completed.
