The waterproof membrane, which is the important bit, it behind the tile adhesive and grout, so the grout being damp doesn’t really seem to indicate anything. If, however, you said that moisture was evident in an adjacent room, then I would say you should contact the builder. All that said, your original question was about warranty coverage, and in most places that is seven years - but of course you need to determine if this is a problem that requires warranty action, and based on your scant description, I just don’t think that it is.
