If there are defects that are easily quantifiable and are not within standard tolerances then you just need to point these out to the builder. Your contract will require the builder to construct the house in accordance with these standards and tolerances and they legally cannot reach 'practical completion' typically if they do not. In Victoria the VBA publish a 'Guide to Standards and Tolerances' (PDF download) that is fairly clear on what are considered defects under the BCA regarding concrete paths and driveways etc. There are specific references to cracking etc. Also a section of finish: 1.02 Finish to external concrete paving Concrete paving finish is defective if it is not consistent in colour, texture and general appearance. Minor variations in finish may occur and may not be considered to be defective. What are the problems with the driveway?
