These are concrete panels of a warehouse about 5 years old, 5m panels and 10m high, this particular one is much slimmer, only 1m wide.
At first just the paint just bubbled around these cracked areas a few years ago now in the last few weeks the concrete has actually cracked off. It's extremely flaky. I thought it was the concrete coming off but on closer inspection I think the plumber or another trade tried drilling through the concrete for pipes and then the builder put some concrete filler there to patch it up.The cracked off concrete is almost like dust vs the rest of the concrete which has aggregate and very hard.
The lower halve is concrete paving, we siliconed the gaps to prevent the water from running down and water then seeping back up into the panels causing salting.
Is this an issue? The panel is 1m wide and about 9 m high.
My concern if it's from over watered concrete during construction of the panel and that whole area has patches of flaky concrete.
