My builder just did this.. renovating old house.
Left old skirtings and added a new skirting in front of the old. Is this normal?

The original skirting board is left as normal and a small one is added in front when the flooring is installed. Well, console yourself with the well know design trick that moving furniture off a wall makes a room look bigger. Haha will do. Putting new skirting over my floor rather than quadding cost me around $2000 extra, and that's for a new floor. For existing skirting, you probably pay even more for ripping up your old skirting, and then repairing the damage to the wall caused by its removal. The builder should have at least given you the option. P.S What is that old skirting you've got? Looks really odd, like something turned onto its side...
