But it does seem odd draining to the right rather than downstream, unless easement have been refused from neighbours. However since you are building a duplex, and if you are building in metro areas, OSD will highly likely be required. Without knowing what the builder has allowed for, 80k does seem to be towards the higher end for this type of stormwater system. Another builder sourced two OSD designs for me which were both rejected by Council. I ended up sourcing designs and obtaining DA myself so that I can have more certainty about the building cost down the track. The process was a real pain in the neck and I ended up paying close to $10k just for survey, design and amendment, tree assessment etc. alone. The guidance from the Council was very helpful and after receiving agreement from two departments of Council. The Council Engineer required relocation of the discharge point towards the very end of the process. I feel it is just the nature of the beast, a beast that can consume a lot of energy and dollars. I heard OSD can cost from $20k-100k depending on design. Maybe you can take the plans to the Council to have a quick review if your council has engineers on duty who can provide general comment on the Counter? Plumbers 'can be' plumbers, made all the worse by self certification which the building surveyor invariably accepts as proof of compliance!
