We have tiles that go to the ceiling too, but no hint that’s what our builder used at the join. You could get a competent plaster to refinish it, but it might happen again over time. I just had a close up look, and it's definitely not metal. Looks to be paper tape and possibly just painted over. I would get a plasterer in.
