Completely agree with the privacy and it was something we wanted. My guess, the fence is theirs and I cant touch (paint) it without it their permission. Why should I have to paint it initially - surely they should have put it in a more presentable state?!(they did paint their side) Why not knock down the existing fence and rebuild it to requirements? While being away over Christmas, I've come back to a new fence being built on their property. There is/was an existing fence on the boundary and is still there. Are they 'allowed' to build this? What are my rights with regard to it - they've not painted the side facing me and it looks pretty poor. I presume i'm not allowed to paint it given it is theirs and on their property? It does look poor from your side (and doesn't look well constructed) and a thoughtful neighbour would consider the impact on others. Unfortunately many people only consider themselves. Best thing is to talk to the neighbours about your concern. They may be happy for you to paint it. I don't think your being "that neighbour" at all. I'd be interested to know if it actually has council approval, however once you go down that road things can get nasty very quickly if they haven't. I'd just try and talk to them, maybe ask them to come over to your place so they can see it then discuss what you can do to make it prettier. Tall privacy screens invariably need appproval over a certain height but I wouldn't go down that path.
