Get proper itemized quotes before you sign a final contract. I'm not sure supplying your own soil test results to the builder will result in them suddenly deciding to itemize the site costs. Most production builders (and builders in general) will work to their chosen soil and site survey anyway as a matter of their own policy and insurance reasons I would imagine? I'm not sure how far you're financially invested in this project with Henley but maybe you can try to put the pressure on them by threatening pull the pin by not signing the tender? If you've only paid the first part of the initial deposit for the site and soil survey then you wouldn't be the first person to bail out and look at another builder and still come out better off. Not really what you want to be doing I'm sure as you've not only invested money but also time into Henley to this point. OH&S includes variety of things i.e traffic management, frana crane, OH&S singage (tiger tape) etc. Just wondering anyone else have experience similar treatment from Henley. Sorry I misread your original post. I can't believe it's $25k just for OH&S. If it is mate get another builder! I am not sure whether Perth has its own way of doing things in regards to this.
