The bigger concerb is identifying the cause of the leak. Once you've taken handover you'll be liable. Before we knocked down our place we had a leak. we left it till after the knockdown to see if it would resolve the issue and fortunately it did. I have been taking photos of the water meter as well and it’s not moving. It was a significant amount of water however so looking into it with south east water. Speaking with our SS and it seems like they wouldn’t be making us pay - even they acknowledge that’s out of control.
