Downlights are preferable but I would need to get approval as minor renovations. Apparently we can only do this at the next AGM. As such do I have options to replace the fitting with one fitting only? What would people suggest (so that I don't need to cut new holes but can use the existing ones) Thanks A photo would really help as there are lots of "round '90s' style fittings" so no one will know exactly what you have. That said, if they are oyster style lights with one cable coming out of the ceiling, you could replace them with any number of surface-mounted LED downlights. This link will show you what is available from the Australian company Brightgreen (just choose surface for installation type in the menu on the left), but there are similar options from other suppliers. Personally, I am a big fan of the D900 S Curve. It is expensive, but made from aluminium, available in black or white, perfectly dimmable and very sexy - sort of the Apple product of the lightning world. We've used quite a few around our home. They'd probably be smaller than your current fittings, but you could just patch and paint the screw holes left behind.
