We noticed all the issues once they were cleaned. Its is extremely difficult to actually find anywhere in the house that was done properly. We aren't concerned about the cost as we won't be paying for it! Mortar tests have come back and the sand was not suitable to use. So, rendering will only mask the problem. The bricks do not play any role other than decorative with may be some very minor weather protection. Although I agree that they are not built up to standard, but the mortar is still there and it highly unlikely that bricks will start falling out on their own. Some of the Roman Empire brick buildings still stand while bricks being in much worse shape for centuries. But yes, no doubt, re-brick still needs to be done.
