I think what is meant to happen is that your landscapers come in, prepare the soil and lay some turf out the front there. And when they are doing the turf, they are going to cut down the height of the grate and recess it a little into the lawn surface so that it actually ends up doing what it is designed for (catch surface water). If you kept it like it is now, it isn't going to do anything because it is too high (on purpose). Builders purposely leave them prominent like that and it is the landscapers job to "integrate" it into your landscape. So it looks like we finally have some movement on site!
