I would say it would be a lot more difficult to have the tiles installed and then removed again to change out for glass, all the tile glue would need to be scraped off i think Coral - Marcoola 32 We are building ours under the Elegance package and added the Neo Modern Kitchen upgrade ($5000) which comes with glass splashback and lots of other upgrades. I think all the upgrades are about $10000+ if you add them separately. Ask the council if there is a chance of getting build over easement exemption.
