Me and all my neighbours are building but are in different stage. we will be moving in hopefully by the end of this month or early next. I have been trying to get hold of them since November 2017. Only one has got back to be and said ok. I have sent 2 letters (1 is registered post) to rest two of them with the quote. I have even tried to pass on my contact details to their site supervisor but no response at all. Some one tried to break into our property during this time. So I had to do something to protect our property. Last week, I went to knock on one of the neighbour's current address and with all intention to talk about how urgently we need to commence fencing. No one answered the door and found out later from their SS that they are on holiday. That is that. Next week, I am going to other neighbours home. I don't care if they find it rude. I will hand them my contact details and quote and let them know how madly I have been trying to get in touch with them. This is the only option I have left. You are indeed entitled to do that. State fencing laws state each owner must contribute to the fence. The current use of the land (vacant, farmed , etc) is irrelevant although I can see a possible exemption for a developer. The praticality of the situation is, unless the owner has a dwelling sited there and it is occupied by himself or tenants, your requests for payment will be fobbed off endlessly, simply because they know it will be too much trouble for you to pursue them.
