We have encounted the same wording regarding so called 'allowances' and we are talking $$$'s ... temporary downpipes, road closures, electricity line shields (whatever they're called) all for which we were charged but they never did. Get Fair Trading involved since you have already approached Coral. Sometimes easements are unused and 24cm is not all that much. Good luck.
