Our SC said it depends on the soil test and the depth of fill etc as to if they would build or not. Who else have you been talking to? We only paid a deposit of $1750 to Coral when we signed up and that included the soil test. So, I don't see why Clarendon can't refund you all but the cost of the soil testing.
