Correct, they probably would not do much regarding a single complaint about a single installation, or even multiple complaints about the same cabler, but if there starts getting a lot of complaints logged against the same registered cabler/company for breaches of AS/CA S009:2013 they would start getting interested, even if it is a domestic premises.
Your points raised would be valid in the commissioning of a tier 1 datacenter, however it's still rare to see data and electrical separated at 50mm or greater for the most part, as it's simply not practical.
For the most part, electrical and data is run on the same tray for economic reasons.
I'd be disgruntled about the taping down, and particularly to plumbing, as it shows that 1 the subbie doesn't care about their work, and 2 the job isn't able to be certified, although it probably would have been had you not caught it earlier
