Guessing this is for drainage and to stop the soil from moving given the slope to your door. We put some geocloth underneath that too so hoping that will be enough to save it. Lol. All up it has cost us about $4000ish, which included about 5-6 hours of excavation and hole digging through rock, plus oiling. It ended up costing a bit more than we though because the blackbutt doesn't come in standard size lengths so we ended up having to get a fair bit more so we had the whole lengths we needed. We are planning on cladding our garden/retaining wall beside it with the black butt so should have more than enough for that to go. Ask the council if there is a chance of getting build over easement exemption. Sometimes easements are unused and 24cm is not all that much. Good luck.
