Regarding your Electrical query - from other threads in this fourm, noticed the following.
1. Ground floor - you can not add lights after thr build.. So you will have to go through CH only.
It would be cheaper to choose some basic electrical pack and then add batton light points in all other points where you wish to have down lights. After the hand over you can get these changed to down lights.
2. First Floor: Get batten lights whereever you wish to have downlights and later change to Downligths.

Sharing my experience regarding LED lighting. We have been in our Milano 46 house a few months now. When we signed up there was no LED downlight promotion etc so we simply had batten lights added ($52 a pop i think) in locations where we wanted downlights. After much research i choose the 13w samsung downlight warm white (3000k colour) for most of the house and and daylight (4000k colour) for bathrooms etc. I couldnt be happier - the lights are fantastic and being 13 watts they produce about 900 lumens which is more than the std 50w halogen so you dont need as many and much brighter then the 8w led used by carlisle. Another benfit is the downlight is completely sealed so much better for heat transfer from ceiling to room and the insulation can be up to an inch from light casing. We have some on dimmer and that works really well as well. All up we had 89 lights to replace from batten to 13 w samsung downlight. I can recommend the following at $19.90 each light - comes with plug and driver.

I also had to buy the round plug which the sparky installed after removing the batten light - you can then simply plug the light in yourself - 90mm hole cut required.

the best dimmer i can find with led lights - not cheap but dims from 20% to 100% and if the dimmer is on low when swtiched off - when you turn on its starts st full and then goes dim - this protects the led light apparently.

Your cost will be along the following:
Say the builder has 25 std batten lights on plan
You want an extra 25 batten lights = 25 x $52 = $1300
You then order 50 led lights @ $20 each - $1000
You will need 50 ceiling plugs @ $1.65 each = $82.50
Then cost of sparky - should get $25 for each light done = $1,250
Total cost is $3,632.50.
If you ordered 50 x 8watt LED lights through Carlisle - looking at $7,500 or thereabouts and you have an inferior product.
