I know in some places a RW is not considered a fence and it must be built to one side of the boundary line. Perhaps with "fence" on top. But - if done - it is that persons retaining wall. You should pay half the actual "fence" cost. I take it we are talking a reasonable size ? Also - what is he going to use - stone / wood / metal ?
