There are a few companies that do it so you'll just have to research and get quotes. They aren't cheap though.

Was thinking the same with the glass ... have been doing some reading and totally agree on price being upwards of $20k... need to find a good reputable company or 2 to work out details.
I've looked at a louvred roofing system for my alfresco and it was quoted at $20k for 28sqm.
I went with the company who are the only ones to make their louvres out of colorbond steel.
Mind you that is just the cost for the roof and some basic support posts. You would need to then have someone come in post install to build around the post so that it is nicely finished.
The advantage of a louvred roof is that is it automatic and will adjust to the required level of sunlight needed. It comes standard with rain sensors and will close automatically on rain detection. Comes with a remote and can be set to manual if you want a different profile. e.g. set to half close half open.
I had a look at the Home show and it was very impressive. It is worth the cost in my view.
When you send Vergola your floor plans, they can upload to their AutoCAD and sketch a few options for you to see.

A few questions for you.
Can I ask what made you go with steel over aluminium?
Are you using vergola? How has their service been so far? I'd heard mixed things so wasn't sure.
