Originally they paint all with the same colour, but it is clear that it is really much more work. But simply painting N walls in different colour... ridiculous... Might it be that you have already started construction and $1300 contain administration cost of variation (which could be as bad as $1000 just per request)? That "upgrade" cost for a different colour for architrave and skirting is ridiculous. Even when they are the same colour, they are a different type of paint, gloss as opposed to low sheen on the walls. The cutting in should be the same and as carefully done whether it's the same or contrasting colour. When the builder charges more for a different trim colour, they are basically admitting their paint job is sub-standard and the client needs to pay more for a decent job. They using concrete or timber sleepers? Timber or steel uprights?
