Unless they have put it in the wrong spot, which is unlikely, it will not effect the dimensions of the rooms you have on your plans. They just did the internal pluming now and connected it. I assume either they are within the wall cavity or outside. checked with another person who had three down pipe, two were within the walls. in my current house, it is outside, what's wrong in having outside. If you are building a house, you will have working drawings, elevations, etc. External plumbing is not the norm now, most estates and councils no longer allow it. I can say with almost 100% certainty that display homes have plumbing done exactly as yours is. Unless the pipe has been put in entirely the wrong place, which is impossible to know without seeing drawings, there is no issue. Unless they chop out a large section of the timber frame as well which would weaken the stud wall considerably they would have to move your wall 60mm inwards.
