Apart from roof down pipes, all plumbing/waste runs internally these days. Most estates have covenants that don't allow external plumbing. It would be shown on the plans you signed (but builders don't normally point out things like so most people wouldn't notice) I know on some top end houses they do insulate the pipes for noise reduction although the noise of the flush/cistern refilling is usually much noisier than water going down the pipe. I thought it would have easy access if it's outside for any block in the future. disadvantage is noise and it is going to take a corner space. We've got an access hatch on the external wall. Nearby to us are a couple of homes that had second storey additions done about ten years ago and they have run all downpipes /sewer pipes etc on the outside walls. It looks terrible. Unless they have put it in the wrong spot, which is unlikely, it will not effect the dimensions of the rooms you have on your plans. They just did the internal pluming now and connected it. I assume either they are within the wall cavity or outside. checked with another person who had three down pipe, two were within the walls. in my current house, it is outside, what's wrong in having outside. If you are building a house, you will have working drawings, elevations, etc. External plumbing is not the norm now, most estates and councils no longer allow it. I can say with almost 100% certainty that display homes have plumbing done exactly as yours is. Unless the pipe has been put in entirely the wrong place, which is impossible to know without seeing drawings, there is no issue. Unless they chop out a large section of the timber frame as well which would weaken the stud wall considerably they would have to move your wall 60mm inwards.
