I had some similar issues with picture rails and two toned colours. You have completely different walls to me though.. After much consideration, we went with the same above and below and put a lighter colour on the picture rail. Even after just doing two rooms we can really notice the difference in where our eyes travel too. Before when it was two tone, we jsut noticed the darker bottom bit of the wall... NOW our eyes seem to automatically seek out the picture rail. I'm not entirely sure if this is a good thing or not Also, the one colour has made the walls look even longer and the whole space looks a lot more open (what we were going for).
