This means it does not comply with BCA. It should be 75 mm below DPC and sloping away from dwelling into outfall or drain at grade of 50mm in the first metre. First check your engineering drawings-> site drainage & footing details.... they quite often over ride the BCA and offer acceptable (AS certified performance based) alternate solutions.
