The underside of the balcony is lined, remove the lining and look what is in there. I can see a blue down pipe coming out horizontally near the bricks in the second shot. Sounds a lot like roof plumbign issues. I bet you have a red car, causing the rust deposits to appear yellow on it! I bet there is a roof plumbing problem.
