With regards to scotia (or any other beading), sometimes its a necessity. In a new house, you may argue that the skirting can be taklen off and then installed over the floating floor. Tiles go right upto the wall, because there is no expansion/contraction. Timer/bamboo/laminate on the other hand does not go all the way to the walls. You have to leave some gap because it expands/contracts (hence the name floating floorboards). To cover that gap, its necessary to cover it, and scotia is a popular choice. of course, if you can rip the beading off and then install it over the gap, well and good ! the stair balustrades?
