I've found in the past that brickies or their labourers don't always give the mortar enough time in the mixer to blend all the sand and cement to a smooth paste resulting in small lumps of cement in the mix. If it was mixed properly, the colour of the joins would be more even not blotchy despite them having being acid washed as well. It wouldn't be the first time I've seen " rainbow " mortar on a job.
