The rusty appearance is a special material called Corten. It's specifically made to rust a certain way and then the rust protects the surface. There are lots of tricks to accelerate the rust. I used a fine spray bottle with vinegar and it came out a treat. Just be aware it will drip rust onto your pavers and when you touch it you'll get rust on your hands.
