In the case of 99% of sites around my are, they do nothing. Sections incompltee, not joined, not there, or gates left opened. Council have wind of it and are cracking down due to the amount of contruction rubbish that flies around the estate. As for the rubbish, all sites should have one of those wire cages or a bin and all rubbish should be put in that although I know that some trades don't bother doing that either because they are just lazy bastards.
