What did council have to say about him not having permission for the "retaining" wall? If he had any decency and after seeing what had he done, he should have cleared his built-up garden promptly to the original ground level as soon as this happened - as a bare minimum. Why is it so important that he has a tall garden on that boundary line?? Is there any ovbious or otherwise reasonable explanation for that?
