If at the time you are applying for your loan the rates are considered lower than usual than go for it. Fix your loan. However, if the rate is considered to be higher than usual, there is a tendency that the rate will go down then go ahead and choose the variable rate. It also depends on how much you can afford, but getting information on the rates and determining if they are high or lower than usual is vital in making your decision as it can save you a lot of money in interest payments.
