Incandescent and Halogen have different seperation distances. CFL's aren't specifically mentioned, and hence the minimum(incandescent) should be followed...
These distances should be followed when the manufacturer doesn't provide any required clearances. Where they do, this is the overriding requirement..
CFL's are supposed to be energy saving, and yes generate less heat, but they still generate heat. Given that for task lighting, you will require 3 or 4 CFL's compared to 1 35W Halogen, there isn't much energy saving!!!
