(the second option does not require a neutral but does result in a small leakage current through the lamp - which may cause flickering with some types of lamps) The difficulty is when there is no neutral cable installed at the light switch. Re: Lights flickering when off! 23Mar 13, 2016 8:01 am Aside from the saturn switches, If the lights are 2-way switched, the cause is 99% likely caused by induced voltage in the 2 way "strap" cable. 2 way switching is normally wired using a cable with two switched active wires aide by side. The way 2 way switching works at any particular time, one of these wires is "live". Because the two wires are so close together and run parallel in the same cable for a considerable distance, small voltages can be induced from the "live" wire into the "dead" wire. Whilst small, these voltages can be enough to charge up a small capacitor in a self-ballasted compact fluorescent or LED lamp. It might take anywhere from say 5 seconds up to maybe a minute for the capacitor to charge up, and then discharges, causing the faint "pulse" of the light trying to start. There are capacitors and resistors that you can have wired into the switching circuit to soak up and dissipate the nuisance stray voltage, or you could try different lamps. So I'm just reading up on this ecosystem of lights. I'm planning on putting deck lights along the outside edge of a large deck.
