Can you drill a hole through the beams in order to feed the wire from one light to the other? If you do - then you could have a sparky 'tap' into that and add the transformers. Then the downlights that you require can be installed from underneath. So, I think it can be done asa a retro-fit/replacement. I am assuming the beams for the floor above are running in such a way that to connect to the exisiting lights the wire would need to go through these beams rather than in the space between them.
