Although I think I read somewhere else on here that the air gap in the cavity is really important for insulation, and filling it creates a thermal bridge between the inside and outside, which can be counterintuitive? Have you heard anything about that? You can wash over existing pavers with 10% solution of water and hydrochloric acid, then wash off.
